Eric de Roodenbeke became IHF CEO in June 2008. His previous positions included Senior Health Specialist at the World Health Organization (WHO) for the Global Health Workforce Alliance (GHWA); Senior Health Specialist, World Bank; Senior management positions at the French Ministries of Foreign Affairs; various senior management and executive positions in large French university teaching and general hospitals. He has been educated in France: Ph.D. in health economics, (Paris-Sorbonne); Hospital Administration Diploma (EHESP-Rennes); and Diploma in Public Health (University of Nancy). He has published several books and in professional journals.

Anna García-Altés

Anna García-Altés, PhD, MPH, MSc

Director, Catalan Health System Observatory, Agency for Health Quality and Assessment of Catalonia (AQuAS), Spain


Anna García-Altés is an Economist, PhD in Medicine and Surgery, MPH, and MSc Health Policy and Management. She is currently Director of the Catalan Health System Observatory, at the Agency for Health Quality and Assessment of Catalonia. She has previously worked as Lecturer in Health Economics at King’s College London & London School of Economics, as part-time consultant for The World Bank, at the New York City Department of Health and Mental Hygiene, and at the Barcelona local health administration. She is an active member of the Spanish Health Economics Association. Moreover, she has been recently appointed Vice-Chair of the Expert Panel on Effective Ways of Investing in Health, established by the European Commission. She has expertise in economic evaluation and applied econometrics, and has led and coordinated research groups. Her main interests are around the areas of economic evaluation, assessment of public policies, health capital, and the contribution of health services to population health, areas in which she has published almost 100 peer-reviewed papers.


Prof. Helmut Kern, MA

Prof. Helmut Kern is Chairman of the Board of the Austrian state holding company ÖBAG, Chairman of the Board of Statistics Austria and Deputy Chairman of the University Council of Vienna University. Helmut Kern was a Global Partner at Deloitte Consulting and Head of Consulting at PwC. He teaches Strategy at the Technical University Vienna. Prof. Kern holds degrees in Management, History and Medieval History and completed programs at Columbia University (NY) and Harvard Business School (Mass.). Helmut Kern is passionate about efficiency and deregulation. He lives in Vienna, Austria. Helmut is 54 years old, happily married, and has adult twin daughters. An Australian Shepherd completes the family.

Ronald Lavater

Ronald Lavater, MPA, FACHE

Ronald Lavater, MPA, FACHE is a healthcare executive with 25 years of leadership experience in public and investor-owned healthcare companies in the United States and international markets. With extensive knowledge in hospital operations and ambulatory services including retail urgent care, Ronald has deep and broad-based understanding of the healthcare services sector with a global perspective.

Before joining the IHF, he has served as CEO of WellStreet Urgent Care headquartered in Atlanta, Georgia. From 2014 to 2016, he was the CEO for Al Noor Hospitals Group, Plc. He also worked for six years for Johns Hopkins Medicine International, serving first as CEO of Corniche Hospital in Abu Dhabi for five years and later as a senior executive representing many of the company’s interests in the Middle East.

Ronald began his healthcare career in 1993 as an analyst for senior management of insurance company Blue Cross and Blue Shield. After a few years, he was recruited by Hospital Corporation of America where he held several leadership roles in U.S. hospitals, including CEO and COO. He has also served as a Non-Executive Director for Optegra Eye Health Care and CEO of Bumrungrad International in Bangkok, Thailand.

Ronald holds a bachelor’s degree in political science from the University of Florida and a master’s degree in public administration from Florida State University.


Hamid Ravaghi, PhD

Hamid Ravaghi is currently working as Regional Advisor for Hospital Care and Management in WHO/ Eastern Mediterranean Regional Office, Cairo, Egypt. Hamid has a PhD degree in Health Policy and management from University of York, UK. He is an Associate Professor of Health Policy and management in Iran University of Medical Sciences, Iran. He has worked as an international consultant in the area of hospital care and management in different countries. He has served as hospital director, policy maker and advisor for health (hospital) sector since 20 years ago. He has taught in various masters and PhD programs.


Dr. Anna Riera, MD, MBA, Executive MPA

Anna Riera is MD, MBA, MPA, nowadays Head of International Affairs at Unió Catalana d’Hospitals, Catalan Hospital, Health and Social Services Association. She holds a degree in Medicine from Universitat Autónoma de Barcelona, and Internal Medicine specialist. MBA from ESADE Business and Law School and Georgetown University, Executive Master in Healthcare Organizations Leadership, Health and Health Care Administration and Management. Executive Master in Public Administration from ESADE. She has also worked as healthcare consultant, in Spain and abroad. She is member of the Global Health Leadership Forum, from University of California Berkeley School of Public Health and Barcelona Graduate School of Economics and Universitat Pompeu Fabra Economics and Health Research Center (CRES). She has deep knowledge about Healthcare systems organization.


Dr. Sameen Siddiqi, MD, PhD

Dr Sameen Siddiqi is the Professor & Chair, Department of Community Health Sciences, Aga Khan University, Karachi Pakistan since January 2018. From 2002 onwards, he worked for the Eastern Mediterranean Regional Office of WHO and served as Director, Health Systems Development and spearheaded the work on universal health coverage. He has also served as WHO’s Representative to Lebanon and Iran. In Iran, he led the development of an innovative program to train 1,000 hospital managers. Earlier, he has also worked for the World Bank and Ministry of Health, Pakistan. Dr Siddiqi has a fellowship in internal medicine, master and doctoral degrees and fellowship in public health from United Kingdom. His areas of interest are health system governance, quality and safety of care, private health sector and public private partnership. He has multiple publications and book chapters and is the editor of the Eastern Mediterranean Health Journal.


Richard Stubbs, FRSA

CEO, Yorkshire & Humber Academic Health Science Network, UK


Richard is the CEO of Yorkshire & Humber Academic Health Science Network, an organisation which connects the NHS, and academic organisations, local authorities, the third sector and industry to facilitate change across whole health and social care economies to improve health.

Before joining the AHSN, roles included the Head of Commercial and International Innovation at NHS England, developing national programmes which maximised benefits to patients and the NHS, in addition to supporting the UK economic growth agenda. Prior to this he was Managing Director of NHS Global an organisation supporting the international commercial ambition of the NHS.

Richard has recently been appointed a member of the NHS Assembly, a national forum helping shape the delivery of the NHS Long Term Plan, he is also the Chair of the advisory board for Sheffield Hallam University’s Advanced Wellness Research Centre, a £14m research institution established to develop innovations that will improve population health and physical activity.

Richard is passionate about promoting diversity and inclusion, having recently instigated a national campaign to champion the role of diversity across the health innovation ecosystem.
