COVID 19 Strategic Response (Hub & Spoke model)
The Ministry of Health and Prevention (MOHAP) UAE’s pandemic strategy involved a hub-and-spoke model which put a centralized patient registry at the center of its COVID response. This strategy had four specific goals, namely, the proactive detection of infected cases, evidence-based treatment protocols for Covid-19 patients, limiting the spread of disease and protecting the uninfected population, and ensuring the continuity of care for all patients.
To achieve these goals, a smart COVID response module—known as Wareed—was developed in the Electronic Medical Record (EMR) as a tool for streamlining and standardizing COVID workflow between all health departments. EMR Wareed provided a live data dashboard to support decision-making in dealing with the disease spread. The MOHAP also developed a mechanism of proactive identification, and launched a case stratified and system-guided care plan. It also facilitated the exchange of information within and between different organizations, and enabled virtual visits to ensure continuity of care.
As a result of its hub-and-spoke approach, MOHAP was able to integrate all health departments—including 10 preventive medicine centers, over 60 primary health care centers, 13 surge facilities and all 16 hospitals in the network. This interconnected system helped doctors and nurses to standardize their practice, improved patients’ safety and increased adherence to COVID clinical practice guidelines.
